The other three royal burghs associated with Edinburgh were Stirling, Roxburgh and Berwick; and their enactments form the earliest existing collected body of Scots law.
The constitution of Hungary is in many respects strikingly analogous to that of Great Britain, more especially in the fact that it is based on no written document but on immemorial prescription, confirmed or modified by a series of enactments, of which the earliest and most famous was the Golden Bull of Andrew III.
Sixty-two of its seventy-one enactments were directed against the peasants, who were henceforth bound to the soil and committed absolutely into the hands of " their natural lords."
Enactments were also passed touching procedure in the ecclesiastical courts, the creation of new monastic orders, appointments to offices in the church, marriage-law, conventual discipline, the veneration of relics, pilgrimages and intercourse with Jews and Saracens.
While it is impossible to give here anything like a complete or exact survey of the field - a task rendered almost impossible by the arbitrary manner in which paragraphs are divided, by the difficulty of making Old English enactments fit into modern rubrics, and by the necessity of counting several times certain paragraphs bearing on different subjects - a brief statistical analysis of the contents of royal codes and laws may be found instructive.
