This work propounded for the first time the so-called "collegial" theory of church government (Kollegialsystem), which, developed later by the learned Lutheran theologian Christoph Mathaus Pfaff (1686-1760), formed the basis of the relations of church and state in Germany and more especially in Prussia.
It is only by a kind of legal fiction akin to the "collegial" theory mentioned above, that the Church can be said to have deemed it expedient to adopt these laws.
This was found in the so-called "collegial" theory of Church government (Kollegialsystem), which assumed a sort of tacit concordat between the state and the religious community, by which the latter vests in the former the right to exercise a certain part of the jus in sacra properly inherent in the Church (see Pufendorf, Samuel).
