In December 1878 Frere sent the Zulu king an ultimatum, which, while awarding him the territory he claimed from the Boers, required him to make reparation for the outrages committed within the British borders, to receive a British resident, to disband his regiments, and to allow his young men to marry without the necessity of having first "washed their spears."
It is addressed to the person in whose custody another is detained, and commands him to bring his prisoner before the court immediately after the receipt of the writ, together with the day and cause of his being taken and detained, to undergo and receive (ad subjiciendum et recipiendum) whatsoever the court awarding the writ "may consider of concerning him in that behalf."
His researches have been recognized by many scientific societies and institutions, the Royal Society awarding him the Davy medal in 1906.
The administration of this fund was entrusted to a board of commissioners, who were to apply its revenue for the purposes of the act (1) by carrying on a system of public examinations, (2) by awarding exhibitions, prizes and certificates to students, and (3) by the payment of results fees to the manager of schools.
