Canning carried against Buxton and his friends a motion to the effect that the desired ameliorations in the condition and treatment of the slaves should be recommended by the home government to the colonial legislatures, and enforced only in case of their resistance, direct action being taken in the single instance of Trinidad, which, being a crown colony, had no legislature of its own.
As from 1849 to 1870 the fate of the papacy was determined not so much by domestic conditions, which, save for certain slight ameliorations, were those of the preceding reigns, as by foreign politics, it is necessary to consider the relations of Rome with each of the powers in turn; and in so doing one must trace not merely the negotiations of kings and popes, but must seek to understand also the aims of parliamentary parties, which from 1848 on increasingly determine ecclesiastical legislation.
A canal, which ultimately proved too small for use, was constructed at Nenasitets in 1780 at private expense; blastings were carried out in 1798 and 17 99 at various parts; in 1805 a canal was formed at Kaindatski, and the channel straightened at Sursk; by 1807 a new canal was completed at Nenasitets; in 1833 a passage was cleared through the Staro-kaindatski porog; and in the period 1843 to 1853 numerous ameliorations were effected.
