All the boudoirs of that generation were garnished with divans; they even spread to coffee-houses, which were sometimes known as "divans" or "Turkish divans"; and a "cigar divan" remains a familiar expression.
Into these divans where figures of this kind moved to the music of Saracen instruments, there entered an inevitable voluptuousness and corruption of manners.
Towards the middle of Suleiman's reign even this practice was abandoned, and the sultans henceforth attended the divans only on the distribution of pay to the troops or the reception of a foreign ambassador, which occasions were usually made to coincide.

At this meeting it was resolved that it was the duty of the respective governments to prevent the export of opium to any countries prohibiting its importation; that drastic measures should be taken against the use of morphine; that anti-opium remedies should be investigated; and that all countries having concessions in China should close the opium divans in their possessions.
